The Strategic Objective of the HACO Programme is:

By the end of 2013, ZARAN will have empowered communities to advocate for appropriate legal, policy and institutional reforms to support the rights of People living with and/or affected by HIV/AIDS.

The following strategies will be utilised:

• Improve the efficiency, effectiveness and innovativeness of ZARAN’s advocacy activities.
• Develop the capacity of communities to recognise and respond to HIV&AIDS related human rights issues.
• Improve civic engagement in necessary HIV&AIDS related policy, legal and institutional reform processes at local and national levels.
• Engage stakeholders at national, regional and international levels to advocate for various changes in the practice and approach for promoting and protecting human rights especially of PLHIV as well as the affected.
